City Pays for Drug Testing

The drug testing program can continue after the Clay City Council approved $7,500 for that. The city committed to spending $15,000 a year in two installments. Councilman Benny Grissom said the city missed the spring payment, which caused Clay-Chalkville High School to suspend the program this fall.

Grissom said coaches have asked him if the program can continue through summer months. He said because it is allowed only for youth in extra curricular activities, the answer is no. 

The United States Supreme Court ruled that drug testing can not be done to students just because they attend school. Attending school is a right which is not dependent on drug tests, the court said. 

Having a parking pass is classified as an extra curricular activity, which means these students are included in the random draw for tests.

 Mayor Charles Hart said he will include the city's contribution to the drug testing program in the 2009 budget.
